1999年自主運営の吹奏楽団として結成。2006年正式に日本初のＮＰＯ法人のプロフェッショナル吹奏楽団として第一歩を踏み出した。2011年に大阪の北端に位置する歴史と自然が出会うまち豊能町にある「豊能町立ユーベルホール」を活動の本拠地とし日常の練習と公演を行い町の文化の発展に力を注いでいる。
楽団結成以来、吹奏楽の新たな可能性を追求し続け、様々なレパートリーを意欲的に取り入れた演奏会を多数企画・実施するほか、依頼演奏や地方公演、小中高校の音楽鑑賞教室など、いずれも大変喜ばれている。レコーディングにおいては、「オオサカン・ライブ・コレクション」や自主企画である「ええとこどり」シリーズなどが、「月刊レコード芸術」誌において特選盤に選ばれるなど高い評価を受けており、依頼によるＣＤ収録も積極的に行っている。
その他、スクールバンドなどの技術指導にも力を注ぎ、モデルバンドや講師として各種講習会を積極的に開催し、多くの学生の指導にあたっている。また、社会人バンド「オオサカンアカデミー・ウインドバンド」を設立し、吹奏楽経験者に演奏活動を続ける場を提供している。
2009年に楽団創立10周年を迎え、記念事業として同年7月に初の海外公演となるアメリカ・シンシナティ音楽院で開催された第14回世界吹奏楽大会（WASBE）にアジア代表として出演。大会のハイライトとなるメインコンサートでは、鳴りやまぬスタンディング・オベーションの中、異例のアンコール演奏を行い各国の関係者から絶大な称賛の声を受けた。さらに、同年10月にザ・シンフォニーホールで記念定期演奏会を開催し好評を博した。
2005年より元大阪市音楽団団長の木村吉宏氏が音楽監督に、2011年からオリタ・ノボッタ氏がミュージック・アドバイザーに就任。
クオリティの高い演奏活動と、将来を見据えた児童生徒の育成という、2つの重要な側面から吹奏楽界にアプローチし、その活躍に益々期待の集まる交響吹奏楽団である。

The Philharmonic Winds OSAKAN was put together in April 1999 as an independent brass band by young members who had been specially educated in music. From October 2005, the Former Symphonic Master of the Osaka Municipal Symphonic Band, Mr. Yoshihiro Kimura, assumed the post of the musical director. In June 2006, the band made its first appearance as Japan’s first NPO professional brass band. In addition to this, in commemoration of their upcoming 10th anniversary in 2009, their appearance at the No. 14 Congress of the World Association for Symphonic Bands and Ensembles (WASBE) (Cincinnati, Ohio, USA), which will be their first international performance, has been scheduled.
Since their creation in 1999, they have pursued new possibilities in wind music and have received good reviews for each of their performances and their music appreciation classes held for elementary, junior and high schools as they plan and implement many concerts that eagerly introduce various repertories. In their recording activities, they have released many CDs that introduce international and domestic musical pieces which were either independently planned or based on special requests.
In addition to their performing activities, they have put great effort into teaching members of school bands and have actively held various classes as a model band and as instructors for training many individual students.
As they approach the brass band world from two points, one from high quality performances and the other from fostering children and students for the future, they are a young and energetic brass band that attracts attention as they further aim their musical activities for a global scale.
